What changed. In the three most recent complete months of the record (April–June 2026) the City logged 1,171 permit records on commercial parcels, 35.7% more than in January–March 2026 (863). New-building permits were 57 of them (4.9%); tenant-improvement and alteration permits 338 (28.9%). The busiest ZIP in that stretch was 85705 with 186 records. July 2026 and August 2026 are charted but not compared: the City’s migrated permit archive — the only source here for most trade, fire-protection and sign permits — is populated through June 2026 in this harvest; and the harvest itself was taken on 22 August, before the month ended, so those bars undercount.

How this is counted
- Source. The City of Tucson’s public permit record — the Planning & Development Services GIS permit layers (P85, P81, P84, P99, P101, P82, P87, P86, P90, P91, P93, P97, S4) including the migrated permit archive — as saved on 22 Aug 2026. 553,715 rows were read; nothing on this page requests a city, county or state system when it loads.
- Which parcels. Rows are joined by parcel number to the 24,385 commercial, industrial, multifamily, institutional and agricultural parcels in the county record with a street address (the same set behind the commercial directory); 330,683 rows on other parcels were set aside.
- What counts as a permit. Construction, trade and installation permits, development packages and temporary certificates of occupancy. Applications, letters, plats, licences, floodplain and zoning reviews (27,172 rows), zoning-compliance cases (6,407) and right-of-way permits (12,264) are not counted. Canceled, withdrawn, void and denied records are excluded (32,042).
- One record per permit number. The live layers and the archive overlap heavily; a permit number is counted once, dated by its issue date (else its application date). 223,032 joined rows became 150,866 records, 8,132 of them in the window.
- The window. 24 months ending on the newest month in the harvest (August 2026), not on today’s date. Complete through June 2026; later months are marked partial and left out of the comparison.
- Classes. New building; Tenant improvement / alteration; Electrical trade; Mechanical trade; Plumbing trade; Trade permit (trade not stated); Solar; Fire protection (sprinkler / alarm / tanks); Sign; Demolition; Grading / site utilities; Development package (site plan review); Temporary certificate of occupancy; Other building permit. Trade permits carry no trade field: the trade is read from the wording of the City’s description of the work — a fuel word names the appliance, not the trade, so an electric water heater is a plumbing permit — and where the wording does not decide, or names two trades equally, the record is listed as “trade not stated” (46 records). Development packages and temporary certificates of occupancy are counted under their own labels, never as building permits.
- Value bands. <$100k, $100k–$500k, $500k–$2M, >$2M, not stated — the applicant’s declared value at filing, banded; exact figures are not reproduced.
- What is not here. Permit numbers, descriptions, applicant or contractor names, complaint text and per-record valuations — those stay on the City’s own file, which every row links to. Nothing here is an inspection, and nothing confirms what is installed at an address.
