Each city sets its own permit fee and adopts its own edition of the electrical code, and the difference between them is real money on an identical job — South Tucson is still on the 2017 NEC, so the surge device and the outdoor emergency disconnect that are mandatory four miles north are not required there.

In order of how much they are worth. The first one is free.
- Find out whether you actually need it. NEC 220.87 lets an existing dwelling be sized from twelve months of real metered demand rather than a calculated load, and real houses draw far less than the calculation predicts. Ask your utility for a year of interval data and have the load run that way. This is the single most common reason a homeowner does not need the upgrade they were told to buy.
- Check whether it was already done. A finalled service-upgrade permit on the parcel means somebody already paid for this. Look up the address in the property record tool, then read the number stamped on the main breaker handle. If it says 200, you are finished.
- Ask whether the panel can stay where it is. Moving it is the biggest single line in an electrical quote — more than the panel, the meter and the permit combined. It only has to move for a real clearance reason.
- Price load management before 400 A. A smart panel is $3,000–$5,000, a circuit-sharing device for an EV charger and a dryer is $400–$900, and setting an EV charger to 32 A instead of 48 A costs nothing. Many houses that feel like 400 A fit inside 200 A once the loads are managed — and 400 A can drag the utility into upsizing a transformer, which adds weeks.
- Seal the duct before you buy more tonnage. On a Tucson house with duct in a 160-degree attic, sealing is a fraction of replacing and often buys more comfort per dollar than a larger or fancier machine. In TEP territory there is an instant rebate against it.
And one that is not on the list, because it is not real: aluminum branch wiring does not mean a whole-house rewire. Approved pigtailing runs $8–$20 a device, so $1,200–$3,000 for a typical house, and it usually satisfies the insurer. A rewire is $9,000–$24,000. Get the pigtail quote first.
What you can actually claim in 2026
Checked against the IRS, the Arizona program and the utility’s own pages on 21 August 2026. Most cost calculators on the internet are still advertising the two federal credits at the bottom of this list, and they have been dead since the first of January.
Read this first if you are income-qualified. As the Efficiency Arizona program stood on 21 August 2026, reservations under the current guidelines close on 28 August 2026, and from 1 September 2026 replacing a gas appliance with an electric one is excluded — electric-to-electric only. That second change removes the pairing behind most Tucson service upgrades, because the panel rebate cannot be claimed on its own. If your household is at or below 150% of area median income and you were going to do this work anyway, the timing is worth a phone call today rather than next month. Confirm the current position with the program itself — the change notice carries no publication date, and this page is a summary, not the program.

Efficiency Arizona rebate — electrical panel — up to $4,000, but almost never that
Read the conditions before you count on this. It CANNOT be claimed for a panel or service upgrade on its own — the work has to be paired with a qualifying appliance rebate (a heat pump, heat-pump water heater, heat-pump dryer, or an electric range or cooktop), and there is no exception for an unsafe Zinsco or Federal Pacific panel. Your household also has to be at or below 150% of area median income, and an enrolled Efficiency Arizona contractor has to do the work. Even then the payout is a share of the actual cost, not the cap: 100% of it at or below 80% AMI, no more than 50% between 80% and 150%, which on a typical $3,000–$5,000 Tucson service change is $1,500–$2,500. ⚠ TIMING: reservations under the current guidelines close 28 August 2026, and from 1 September 2026 replacing a gas appliance with an electric one is excluded — electric-to-electric only. Same income test — 150% of area median income is a hard ceiling, and above it you get nothing — same enrolled-contractor requirement, and the same percentage-of-cost payout rather than the cap. An instant rebate through a participating TEP contractor, not a mail-in. Only in TEP territory — much of Marana, Sahuarita and unincorporated Pima is Trico, which has no equivalent. Federal 25C Energy Efficient Home Improvement Credit
EXPIRED, and this is the single most common piece of stale advice on the internet right now. The $2,000 heat pump credit, the $600 air conditioner credit and the $600 electrical panel credit are no longer available: the One Big Beautiful Bill Act ended 25C for any property placed in service after 31 December 2025. The test is placed in service, not signed or paid — a 2025 contract finished in 2026 does not qualify. Every competing cost calculator still showing $2,000 off a heat pump is wrong.

EXPIRED for expenditures made after 31 December 2025, where the expenditure counts as made when installation is completed. This matters here because panel upgrades are so often sold inside a solar package — the 30% federal offset for that package is gone, which changes the arithmetic a homeowner may have been shown in 2024 or 2025.

Southwest Gas residential furnace or water-heater rebate
NOT AVAILABLE — it does not exist for Arizona residential customers in 2026. The current residential rebate list is a low-flow showerhead, an ENERGY STAR clothes washer and ENERGY STAR windows. Several aggregator sites and older Southwest Gas material still advertise a high-efficiency furnace or tankless rebate — those are on the commercial side, and being told to expect one is a false promise.

Why the same job costs different money across a city line
Two identical houses, four miles apart, do not price the same — and it is not the contractor. The permit fee and the adopted edition of the National Electrical Code are set by whichever city or town the parcel sits in.

The two right-hand columns are worth roughly $400–$1,150 of scope on a service change, and up to $1,800 where the panel stays indoors and a separate outdoor disconnect and feeder are needed. They are code requirements, not upsells — if a quote in Tucson, Pima County, Oro Valley, Marana or Sahuarita does not include them, ask why.
What to ask the people bidding your job
On the electrical side
- Is the surge device and the outdoor emergency disconnect in this price, or added later?
- Does the grounding electrode system need work, and is it in the number?
- Does the panel have to move — and if you say yes, which clearance rule is it failing?
- If my service is underground: is the existing lateral and conduit big enough for 200 A?
- How long will the power be off, and what happens if the inspector does not clear it that afternoon?
- What is the utility going to charge me, and who schedules them?
On the cooling side
- Show me the Manual J, Manual S and Manual D — by name, not “we sized it”.
- What is the measured static pressure on the existing duct?
- Is the line set being replaced or reused, and does the manufacturer allow reusing it?
- What is the AHRI certificate number for the matched system?
- Are the permit, the crane, the disposal and the curb adapter in the price?
- If only one half of my split system failed — can the new outdoor unit legally match my existing coil?
That last question matters more than it sounds. New condensers use R-454B or R-32; an R-410A indoor coil cannot be matched to one unless the manufacturer publishes that exact combination with a mitigation kit. If someone quotes you “just the outside unit” on a system installed between about 2010 and 2024, get that in writing.
How it’s calculated. Every figure is a line item with a source behind it, added up in front of you. Permit fees come from each jurisdiction’s own published schedule; the code requirements come from the edition that jurisdiction has actually adopted; utility charges come from the filed tariff, not from a blog. Labour and equipment are researched Tucson-area market rates as of 2026-08-21 and are the softest numbers here — they are the ones a real site visit moves most.
The range and the ceiling are different things. The range is a straightforward job: nothing hidden in a wall, nothing the utility needs to redo. The ceiling underneath it is what the job becomes if the conditional items — each labelled “only if” — turn out to apply. We keep them apart deliberately. A single band from the cheapest possible job to the worst-case one is technically true and practically useless.
Sizing — and a warning about the number this page starts from. The tonnage here is roughly one ton per 500 sq ft. That is the rule of thumb Tucson contractors actually quote from, so it is the right basis for a price — but it is not a recommendation, and it is very probably too big. Reviews of real load calculations on hot-climate homes commonly land nearer one ton per 1,200 sq ft, which makes the familiar 400–600 rule roughly two to three times oversized. We price what you will be quoted and then tell you that, because a correctly sized machine is cheaper to buy and behaves better: in a dry climate an oversized system short-cycles and leaves the house clammy through the monsoon, when the cooling problem stops being about heat and starts being about moisture. Real sizing is a Manual J against your windows, your insulation, your orientation and where your duct runs. Ask for it, and ask what design temperature it used — Tucson’s 1% design day is about 104 °F, and a contractor who says “we design for 115 to be safe” is describing an oversize, not a margin.
Efficiency. Arizona sits in the DOE’s Southwest region, which adds a full-load EER2 requirement that exists nowhere else in the country — but only on air conditioners. In the Southwest region only air conditioners get a regional bump. Every heat-pump class is governed by the national number alone. Split air conditioners under 45,000 Btu/h must meet 14.3 SEER2, plus 11.7 EER2 where the unit's certified SEER2 is under 15.2 (9.8 EER2 at 15.2 and above); at or above that, 13.8 SEER2, plus 11.2 EER2 where certified SEER2 is under 15.2 (9.8 EER2 at 15.2 and above). Note that 45,000 Btu/h is about 3.75 tons, so a 4- or 5-ton split sits in the lower SEER2 tier — the opposite of what most people assume. Single-package air conditioners must meet 13.4 SEER2 and 10.6 EER2. Single-package heat pumps: 13.4 SEER2 and 6.7 HSPF2 — the national standard; single-package heat pumps carry no regional EER2 requirement. Split heat pumps: 14.3 SEER2 and 7.5 HSPF2 — the national standard; split heat pumps are not subject to the regional standards. The standard is enforced at the moment of installation here, not manufacture, so there is no old-stock exemption — the contractor carries the compliance obligation, not the manufacturer. A Tucson quote offering national-minimum air-conditioning equipment is quoting something that cannot lawfully be installed.
Equipment life in Tucson. 10 to 14 years, not the 15 to 20 you will read nationally — a rooftop packaged unit sits at the short end. Replace rather than repair if the unit is twelve or more and the repair is over $1,500, if the compressor has failed and it is eight or more, or if the repair is over 40% of a new system.
About tax on your invoice. An ordinary panel upgrade or equipment changeout on an existing home is maintenance, repair, replacement or alteration work under Arizona’s transaction privilege tax rules, not prime contracting. The contractor owes retail tax on the materials and the Department of Revenue’s guidance is that it must not appear as a separate line on your invoice. So it is already inside any honest price, and a quote that adds “plus tax” at the bottom is worth a question.
What these numbers do NOT include. Anything found once a wall or a ceiling is open; repairing or replacing branch wiring behind the panel; a whole-house rewire; asbestos or lead abatement; roof repair beyond the patch at the equipment; drywall texture and paint matching beyond the immediate patch; structural work; solar or battery interconnection; a casita, shop or detached building; anything the utility has to build on its own side of the meter beyond the ordinary reconnection; and after-hours or re-inspection fees if a first inspection fails. Each of those is a real job with its own price, and any of them can appear on a house this page has never seen.
