Tucson Ground Conditions

Caliche, rock, and why Tucson trenching bids blow up

Caliche is the layer every trenching contractor in Tucson eventually meets: desert soil cemented by calcium carbonate into a hardpan that can behave like weak concrete. It forms where evaporation leaves dissolved minerals behind, and across the Tucson basin it shows up in irregular lenses — a few inches thick on one end of a run, several feet thick a hundred yards later, sometimes right at the surface and sometimes six feet down.

That irregularity is what wrecks budgets. A trench bid priced on diggable soil can lose most of its production rate the moment the bucket hits cemented caliche, and a contractor who has to rent a breaker — and wait for one — passes the standby time and the change order straight to the owner. Nobody can see underground; what a contractor can do is bid with caliche in mind, carry the right tools, and switch methods without losing days.

Ripping

Weakly cemented caliche fractures under concentrated force. A ripper shank or heavy bucket on one of our excavators breaks the layer into diggable slabs — the fastest, cheapest method when the cementation allows it, and the first thing we try.

Hydraulic breakers

Thick, well-cemented ledges call for a hoe-mounted hydraulic breaker to hammer the material apart ahead of the bucket. Slower than ripping, but it keeps the trench moving through hardpan that shrugs off everything else.

Rock saws

Where a clean, narrow trench matters — through pavement sections or alongside existing utilities — a rock saw cuts a uniform kerf through cemented material with far less overbreak, which means less imported backfill and a tighter restoration footprint.

This is where an owned fleet stops being a talking point and starts being money. Our machines — mini-excavators for tight utility corridors up through large excavators, backhoes, and loaders for mass cuts — live in our own yard with the ripper shanks, breakers, and buckets that go with them. When the ground changes mid-run, we swap the same day: no rental counter, no freight window, no crew standing around a half-open trench. That is the difference between caliche as a line item and caliche as a claim.

Before We Dig

Arizona 811 Blue Stake — and the locates it doesn't cover

Arizona law requires an Arizona 811 (Blue Stake) ticket before mechanized excavation, filed at least two full working days before the dig. As the excavator, that call is our responsibility, not the owner's — we file it as part of mobilization and build the waiting period into the schedule. Member utilities such as TEP, Trico, Southwest Gas, and Tucson Water then send locators to mark their facilities through the work area in color-coded paint and flags.

Here is the gap owners miss: 811 locates stop at the meter or point of service. Everything on the private side of that line — site lighting circuits, feeders between buildings, irrigation mains, gas to a rooftop unit or generator — is the owner's to locate, and the record drawings are wrong more often than they are right. On underground utility work we close that gap ourselves: private-utility locating, then potholing to physically verify depth and position before the bucket works near anything we cannot afford to hit.

Trench Safety

Past five feet, OSHA Subpart P runs the trench

OSHA's excavation standard — 29 CFR 1926 Subpart P — requires a protective system in any trench 5 feet or deeper unless it is cut entirely in stable rock: sloping or benching the walls back, shoring them, or working inside a trench shield. A designated competent person classifies the soil, selects the system, and inspects the excavation daily and after anything that changes conditions. Excavations deeper than 20 feet need a protective system designed by a registered professional engineer.

Two desert-specific notes. First, caliche looks like rock but is not automatically “stable rock” under the standard — that classification is the competent person's call, made in the trench, not from the office. Second, monsoon season changes classifications overnight: a storm cell that drops an inch of rain into an open excavation can turn a firm wall into sloughing Type C soil, which is exactly why the standard requires re-inspection after every rain event. Our crews run competent-person oversight, ladder access within 25 feet of workers, and spoil set back from the trench edge on every excavation — it is a standing part of how we build, not a paragraph in a bid.

Working in the Street

Right-of-way permits and traffic control

Trenching in a public street is its own discipline. Work in City of Tucson or Pima County right-of-way requires an excavation permit, an approved traffic-control plan built on MUTCD-based barricade standards, and pavement restoration to the agency's cut-and-patch specifications — and on larger disturbances, PDEQ dust-control rules apply to the work. Flaggers, arrow boards, steel plating over open cuts at night, and access maintained to every business along the run are part of the job, not extras.

We self-perform that work rather than brokering it. Our crews trenched and restored in the middle of Historic Fourth Avenue — an active, pedestrian-heavy commercial street — for the Fourth Avenue kiosk project, keeping storefronts open and traffic moving while the conduit went in. Right-of-way work is covered under our KA engineering license, which carries the A-17 electrical and transmission line scope for utility-side construction.

Cut & dig

The questions owners and general contractors ask us most before the first bucket goes in the ground.

What drives the cost of a trenching project in Tucson?

The big drivers are linear feet, depth, soil conditions, surface restoration, and traffic control. A run through open desert soil prices very differently from the same footage through caliche under an occupied parking lot, and cutting a public street adds permits, traffic control, and pavement restoration on top of the dig. What is caliche, and what happens if you hit it?

Who calls Arizona 811, and how long does it take?

As the excavator, we file the Arizona 811 Blue Stake ticket — state law requires it at least two full working days before digging, and member utilities then mark their lines through the work area. We build those two working days into the schedule so locates never hold up mobilization.

Does Blue Stake mark private underground lines?

How deep does an electrical trench need to be?

It depends on the wiring method and what sits above it. NEC Table 300.5 sets minimum cover — commonly 24 inches for direct-buried cable and 18 inches for buried PVC conduit, with different figures under buildings, roads, and slabs — and utility-owned runs follow the serving utility's own standards, which typically require more. We trench to what the governing code and utility spec require, not a one-size default.

When does OSHA require trench protection?
